An ipad is definitely a preferable interface. If you get very into it at all though you will find that you quickly tire of the electronics and long for the real acoustic instrument. If you were going to spring for an ipad mostly to practice steel drums then I would definitely consider buying a beginner steel drum instead. It will hold your interest longer.
for this to be worth the money, it really needs to allow two (sticks) striking devices. Windows is the limitation, or using the mouse anyway. I guess I need to wait until I get something with a touch screen, to get 2 simultaneous inputs.
